As with many public sector organisations the council is currently reviewing the assets that it owns with a view to shrinking the size of its portfolio and significantly reducing the associated liabilities.
The council sees the partnership as an effective tool to assist with this as well as the potential to unlock value in other areas.
The partnership will very much be seen as a facilitating organisation giving the council more choice as to how it pursues its asset management and regeneration plans by examining and making proactive proposals in relation to the council's property. “We very much welcome our partnership with PSP, which will allow us to make use of private sector funding, resources and skills to deliver new council office accommodation as part of a wider re-development of the immediate surrounding area.
The wider site presents a major regeneration opportunity for us to attract investment and create employment. The partnership with PSP is based on it bringing 'added value' by looking at how the site might best be developed to maximise its regeneration potential and viability. A lot of work has already been undertaken at no cost to the council to explore this feasibility and the next step will be to examine the business case in detail to demonstrate both the investment required and the likely returns, while at the same time developing our preferred office accommodation solutions.”
