To date, PSP Bolton has been one of the most proactive and diverse LLPs across the PSP partnership network. The authority is undertaking a range of projects from simple disposals through a series of regeneration projects (office accommodation, housing, car dealerships) to the management and disposal of property portfolios. Bolton was the first authority to explore the opportunities associated with the disposal of it 2,500 asset ground rent portfolio and replacement investment portfolio.

The LLP has and continues to deliver many profitable projects and persists to proactively develop a pipe-line of future projects.

This partnership was created in 2016. The purpose of the LLP is to facilitate property related projects for the Council, making use of private sector funding, resources and skills in addition to those available through the Council. The Council will use the Strategic Partnership created to achieve wide-range of property opportunities for the Council, including regeneration, redevelopment, rationalisation, property portfolio reductions and property related investment.

The LLP was established to deliver a diverse range of property activity and seeks to maximise capital and revenue income.

Proposals are currently being developed over a mix and range of projects that will best help to deliver value added outcomes for the authority. The partnership is also supporting the Council with its One Public Estate activities.

The LLP is actively looking at a strategic land development programme to release major sites for commercial and industrial development also supporting the Council with retaining existing businesses by facilitating expansion space.

Projects include Watling Street (disposal) and Weaver Square Regeneration Project where the LLP is undertaking a masterplanning process, drawing together a variety of public and private sector uses and several activities around the Winsford town centre area.

Since Daventry LLP was established in 2015, it continues to gain traction on the consideration and development of several projects. The main project to be taken forward is the Town Centre Vision Site 3.

The LLP was established to give the Council greater alternatives when creating and considering its commercial opportunities and to provide additional capacity in delivery.

The Dorset Development Partnership (DDP) has been in operation since 2011 and was one of the first LLP Partnerships to be established. The Council continues to stream many projects focused around the release of surplus properties and consequent reduction in the maintenance cost of some of its assets.

The LLP was initially established to look at how the council could capture more capital from its disposals.

Future projects under consideration include closer engagement at a strategic level with the Council’s asset management strategy to accelerate delivery of its asset rationalisation programme. This is likely to involve a combination of revenue saving projects and creation of capital from pools of assets to create funds to deliver their change programme.

The partnership was instrumental in supporting the Council’s Transforming our Workplace programme which has delivered £450,000 a year in property savings. It achieved this through moving 650 staff from poor quality office buildings around the town centre to refurbished office space supporting new ways of working. The LLP underwrote the value of the properties to be released enabling the project to be funded. The partnership is now developing the Corporate Asset Review programme to achieve similar objectives from a pool of some 200 properties. In addition to the revenue savings sought, the target will be to create capital funds to re-invest in income generating assets to offset funding cuts.

The LLP is currently working up proposals for eight sites, small and large, but all suitable for residential development. Disposal of three of these has been agreed direct to an RSL for affordable housing and the remainder will be brought to the market following the granting of planning permission secured by the LLP.

With these early projects now progressing, further consideration is being given to longer term projects including possible portfolio management opportunities and the delivery of more strategic commercial and/or leisure sites.

The North Dorset partnership was created in 2017 and is part of a tri-council partnership with West Dorset and Weymouth and Portland. The purpose of the LLP is to facilitate property related projects for the Council, making use of private sector funding, resources and skills in addition to those available through the Council. The primary motivation for establishing the partnership was to bring additional funding and expertise to its existing industrial portfolio. In common with many authorities, the estate has been a good source of income for many years, but the buildings are now beginning to show their age and a programme of investment and new management strategies is required to protect and enhance the income stream. In addition, the partnership will seek to exploit opportunistic proposals to drive value through new development and re-invest this value in further revenue producing assets.

The primary objective of this partnership is to drive revenue savings or produce revenue income for the Council. As a result it is tasked with a broad-brush review of the Council’s asset base to establish the most effective way of meeting these targets.

The council, which already has its own property company, will look for ways in which the LLP can add value to this commercial Council. The Council will likely use the Strategic Partnership created to achieve wide-range of property opportunities for the Council, including regeneration, redevelopment and property rationalisation.

The partnership has been engaged in an extensive review of the Council’s operational assets in order to secure revenue savings and achieve a capital neutral outcome for the provision of new, cost efficient premises. In addition, the partnership has acquired land to support regeneration in the old town area of Leamington Spa and is also considering revenue creating opportunities.

 

The Warwick LLP is delivering a significant multi-site project based around the provision of a new high quality office for the Council. This is aimed at making significant revenue savings. However, it has the additional benefit of regenerating a town centre site in the middle of Leamington Spa and releasing a high-quality site for residential development. The town centre site involves the construction of a new Council HQ building of 30,000 Sq ft, along with a new 650 space multi story car park and 30,000 Sq ft residential block. The site to be vacated has capacity for circa 100 units of high value housing.

This project is unique in that it formed a pilot for the principle of CIPFA undertaking all validation for the projects undertaken across the PSP network. This was piloted on the Warwick project and has been rolled out across
